THE WATER CRISIS IN THE SOUTH-CENTRAL REGION OF THE STATE OF CHIHUAHUA AND THE 1997 UN CONVENTION

RESUMEN
El presente escrito aborda la crisis del agua en la región centro sur del estado de Chihuahua en el año 2020. La literatura reciente señala la sequía, la sobredemanda del vital líquido y la sobrepoblación de esta región, entre otros temas, como las causas de la problemática. Este trabajo plantea que las causas anteriormente mencionadas no son tales, sino efectos de una política económica de valorización y acumulación del capital que desborda la capacidad de carga de los ecosistemas y de regulación de los procesos contaminantes. La obsolescencia de los tratados hídricos entre México y EE. UU. hacen necesario considerar otras alternativas como la Convención de la ONU de 1997 en materia de agua.

ABSTRACT
The present writing focuses on the water crisis in the south-central part of Chihuahua State in the year 2020. Recent literature points to the drought, excess demand for the vital liquid and overpopulation of this region, among other issues, as the causes of the emergency. This paper argues that the reasons mentioned above are not causes, but effects of an economic policy of capital valorization and accumulation, which go far beyond the carrying capacity of the ecosystems and their capacity to regulate the polluting processes. The obsolescence of the water treaties between Mexico and the US make it necessary to consider other alternatives such as the 1997 UN Convention on water.

PIONEERS OF MODERNITY IN CIUDAD JUÁREZ: CHAPEL OF THE COUNCIL SEMINAR

RESUMEN
En este trabajo me refiero descriptivamente al momento histórico en que se construyó la Capilla del Seminario Conciliar de Ciudad Juárez y a quienes, tanto obispo como arquitecto, supieron interpretar los cánones de la reforma de la iglesia que se gestaba para construir un icono arquitectónico moderno. Se hace reconocimiento de aquellas personas que contribuyeron a través de su visión a definir soluciones con edificaciones relevantes en el campo de la modernidad y que se adelantaron a su tiempo; me refiero al arquitecto Oscar Sánchez Cordero y a su mecenas don Manuel Talamás Camandari, pioneros de la Modernidad.

ABSTRACT
In this work I refer descriptively to the historical moment in which the Chapel of the Conciliar Seminary of Ciudad Juárez was built and to those who, both bishop and architect, knew how to interpret the canons of the renovated of church that was conceived to build a modern architectural icon. Recognition is made of those people who contributed through their vision to define solutions with relevant buildings in the field of modernity and who were ahead of their time; I am referring to the architect Oscar Sánchez Cordero and his patron don Manuel Talamás Camandari, Pioneers of Modernity.

RESUMEN
Este artículo[1] realiza una descripción e interpretación de la tutoría a docentes noveles en una zona de educación preescolar de Ciudad Juárez. El estudio se sitúa en el paradigma interpretativo; hace uso del método etnográfico y técnicas de investigación como la observación participante y la entrevista. Los resultados parciales aportan que la tutoría es considerada como un proceso importante para la inserción y profesionalización de docentes nóveles; sin embargo, se menciona que esta relación enriquecedora solo es posible cuando hay comunicación entre todas las personas involucradas en la tutoría, además de que exista apertura al aprendizaje entre pares.

ABSTRACT
This article describes and interprets the tutoring of novice teachers in a preschool area of Ciudad Juarez. The study is situated in the interpretive paradigm; It makes use of the ethnographic method and research techniques such as participant observation and interview. The partial results show that tutoring is considered an important process for the insertion and professionalization of new teachers; however, it is mentioned that this enriching relationship is only possible when there is communication between all the people involved in the tutoring, in addition to being open to peer learning.

RESUMEN
El artículo analiza desde el método cualitativo la participación de las familias y personal docente del primer ciclo de educación primaria en el estado de Chihuahua (México) para realizar las diversas actividades del programa Aprende en Casa implementado en marzo de 2020 como respuesta al confinamiento sanitario derivado por COVID-19. Se concluye que la participación de las familias en situaciones de emergencia escolar implica mejorar la relación entre docentes, familias y comunidad en los procesos de implementación de los programas educativos con mayores apoyos para organizar los tiempos de estudio, aprovechar los diferentes capitales culturales e impulsar la corresponsabilidad familiar.

ABSTRACT
The article analyzes, from the qualitative method, the participation of families and teaching staff of the first cycle of primary education in the state of Chihuahua (Mexico) to carry out the various activities of the Learn at Home program implemented in March 2020 as a response to the resulting health confinement by COVID-19. It is concluded that the participation of families in school emergency situations implies improving the relationship between teachers, families, and the community in the implementation processes of educational programs with greater support to organize study times, take advantage of the different cultural capitals and promote family co-responsibility.

CONFIGURATION OF A MODERN URBAN TERRITORY ON THE NORTHERN BORDER. JUAREZ CITY 1880-1920

RESUMEN
Ciudad Juárez es hoy en día considerada una metrópoli, pero a finales del siglo XIX, era apenas una villa. Fue a finales de ese siglo y a principios del XX, que comenzó su crecimiento y “modernización”. En esta investigación, se pretende explicar la evolución de la configuración física de este territorio urbano fronterizo, durante el período 1880-1920, por medio de la investigación documental e historiográfica, además de analizar mapas del período, a través de diversas variables, que ayudan a poder distinguir las áreas de crecimiento. Los resultados observados explican cómo éstas influyeron en su peculiar configuración.

ABSTRACT
Ciudad Juárez is today considered a metropolis, but at the end of the 19th century, it was just a village. It was at the end of that century and at the beginning of the 20th, that its growth and “modernization” began. In this research, it is intended to explain the evolution of the physical configuration of this border urban territory, during the period 1880-1920, through documentary and historiographical research, in addition to analyzing maps of the period, through various variables, which help to be able to distinguish areas of growth. The observed results explain how these influenced their peculiar configuration.

RESUMEN
El artículo explora la idea de que las demandas y la garantía de las libertades son incompatibles con un concepto restringido de democracia. Su lucha controvierte, entre otras muchas cuestiones, una concepción estrictamente formal de la democracia que la identifica con una simple regla de la mayoría. Esa comprensión reduccionista sofoca los derechos de determinados grupos vulnerables. En ese contexto, las condiciones de desigualdad y de violencia extrema en perjuicio de las mujeres no han encontrado la atención suficiente en las instituciones del estado de Chihuahua, aunada a las grandes falencias del Estado Mexicano en la materia. Bajo ese panorama, el texto también aborda la manera en que la irrupción del Tribunal Especializado en Violencia de Género pudiera responder a la necesidad de un tratamiento, en sede adjudicativa, aunque sea sólo parcialmente, para estas legítimas exigencias.

ABSTRACT
The article explores the idea that the demands and the guarantee of freedoms are incompatible with a restricted concept of democracy. Their struggle controverts, among many other things, a strictly formal conception of democracy that identifies it with a simple majority rule. That reductionist understanding stifles the rights of certain vulnerable groups. In this context, the conditions of inequality and extreme violence against women have not received sufficient attention in the institutions of the state of Chihuahua, coupled with the great shortcomings of the Mexican State in this matter. Under this scenario, the text also addresses how the emergence of Tribunal Especializado en Violencia de Género could respond to the need for a treatment, in adjudicative jurisdiction, even if only partially, for these legitimate demands.

RESUMEN
El territorio árido del norte del estado de Chihuahua es testigo de infinidad de actividades recreativas, deportivas y de inversión publicitaria, de las cuales, ni los mismos habitantes del área tienen conciencia. Cantidades colosales monetarias, psicológicas y físicas son invertidas en carreras “OffRoad” de cuatrimotos, motocross, “buggies” y “trocas” de distintas categorías, para ser testigos de la fusión del deporte con el desierto. Equipos locales, nacionales e internacionales visitan la región para llevar a cabo la travesía que esta extraordinaria experiencia desértica les ofrece. El amor por el OffRoad y el desierto en Chihuahua, específicamente en la región de Samalayuca, es una herencia de gustos de generación en generación.

ABSTRACT
The arid territory of the north of the state of Chihuahua is witness of many recreational and advertising investment activities, of which not even the habitants of the area are aware off. Financial, psychological, and physical colossal amounts are invested in Off Road races of ATVs, motocross, "buggies" and trucks of different categories, just for the pleasure of witness the fusion of sport and desert. Local, national, and international teams visit the region to live the journey of the extraordinary experience of desert wonders. The desert and OffRoad love in Chihuahua, specifically, Samalayuca region, are an heritage by generations.

RESUMEN
El surgimiento de la ahora renombrada Industria Manufacturera, Maquiladora y de Servicios de Exportación trajo consigo la formación de un nuevo sujeto obrero en la región: el Nuevo Proletariado del Norte. La propuesta del presente artículo consiste en identificar y describir los rasgos específicos de esta sub-fracción de clase proletaria a partir de una reevaluación de su significado, los indicadores socioeconómicos más relevantes que sirven para entenderla, los episodios de organización política que ha emprendido en los últimos años, y sus atributos culturales más característicos.

ABSTRACT
Arrival of the nowadays renamed Manufacturing, Maquiladora and Export Service Industry brought within the formation of a new labor subject in the region: The New Proletariat of the North. The proposal of the present article is to identify and describe the specific traits of this working class sub-fraction, by a reevaluation of its meaning, the most relevant socioeconomic indicators which serve to understand it, the political organization chapters that it had undertook in the past years, and its more characteristic cultural attributes.
