Governing Drunkenness: Anti-Alcoholism, Consumption, and the Administration of Contradiction in Chihuahua (1932–1934)

Between 1932 and 1934, drunkenness in Chihuahua was not merely a private habit but a local object of government: publicly visible, constantly discussed, and routinely administered. Drawing on a hemerographic corpus of 165 newspaper items (August 1932-December 1934), the text argues that the coexistence of anti-alcohol campaigns with a robust drinking economy should not be read as institutional inconsistency, but as ordinary governance. Anti-alcoholism functions primarily through persuasive and pedagogical rationalities (committees, schools, teachers, moral appeals) while municipal authorities manage the alcohol market through administrative devices—licenses, renewals, deadlines, operating hours, sanctions, and sanitary requirements. A third layer is “governing by exception”: temporary bans and closures tied to high-exposure situations (elections, civic demonstrations, sports venues, local festivities) where alcohol becomes a risk to public order. The concept “governing drunkenness” therefore captures a differentiated regime of tolerances that seeks to make drinking administratively legible and politically acceptable, not to eliminate it, but to channel it through mixed repertoires of moralization, regulation, surveillance, and selective suspension.

Types of Motivation to Learn English as a Foreign Language in Teachers in Training

This paper reports the results of a study between second language acquisition and motivation in students at the Escuela Normal Superior “José E. Medrano R.”. The approach to motivation in this research is based on the Self-Determination Theory (SDT), that categorizes the level and orientation of motivation as amotivation, intrinsic motivation and extrinsic motivation, which are further divided into several scales. This study also examines if there are any differences in motivation according to sociodemographic and academic variables, such as students’ gender, their field of specialization (major), semester, sex and their campus (Ciudad Juárez and Chihuahua). This study was conducted using the Language Learning Orientation Scale (LLOS-IEA) to collect information provided by the participants. A quantitative design was employed with 245 students participating. The results show strong levels of motivation in the geography field of specialization compared to the rest. On the other hand, there were no differences in intrinsic and extrinsic motivation. Chihuahua’s students displayed a higher motivation that the students form Ciudad Juárez. Finally, the Identified Regulation subscale had the highest mean score across all specializations.

Does Being a Woman and a Female Household Head Matter for Socioeconomic Inequality?

This article analyzes whether the gender of the head of households is a relevant factor for understanding socioeconomic inequality in the state of Chihuahua. Using microdata from the 2024 National Household Income and Expenditure Survey (enigh), the study adopts a quantitative and descriptive approach that examines the income structure by deciles, inequality in income distribution through the Gini Coefficient, and the Lorenz curve as well as the construction of socioeconomic profiles differentiated by the sex of the head of household. The results show that female-headed households have lower labor income and a higher share of public and private transfers in their current income. In addition, sociodemographic and time-use profiles reveal a greater burden of care responsibilities and fewer labor opportunities for female heads of household. In the border context of Chihuahua, these findings suggest that high female participation in economic activity does not necessarily translate into better living conditions. The evidence confirms that being a woman and head of household matters in terms of socioeconomic inequality, reinforcing the need for gender-sensitive public policies, particularly in the areas of care, employment, and income.

Institutional Violence and Epistemic Injustice

This article examines the discrediting of testimony by mothers and relatives of disappeared persons as an expression of institutional violence and epistemic injustice in the context of disappearances in Ciudad Juarez from 2008 to 2024. Its objective is to demonstrate that the systematic discrediting of testimonies operates as a mechanism of harm, hindering the search and perpetuating impunity. Theoretically, it engages with the notions of testimonial injustice and stigmatization to explain how identity-based prejudices erode credibility and degrade dignity. Methodologically, it combines a review of legal norms with a qualitative analysis based on semi-structured interviews and a focus group to reconstruct reporting trajectories, procedural obstacles, and subjective effects. The legal and administrative framework reveals gaps between legal mandates and practices such as delays, degrading treatment, limited official action, and an excessive burden of proof on families. On the other hand, the analysis of testimonies also reveals resistance strategies to collectivize pain and the struggle for truth and justice.

Is Chihuahua ready for the Artificial Intelligence digital revolution?

The digital revolution driven by Artificial Intelligence (AI) represents a profound change in the modern economy and society. This article examines whether the state of Chihuahua, Mexico, is prepared to leverage this technological revolution. It reviews connectivity and digitalization indicators in Chihuahua showing high internet usage and progress in technology adoption among the population. It also describes strategic initiatives by the state government such as the creation of the Artificial Intelligence Center in Ciudad Juarez, the involvement of academic institutions (universities and innovation centers), and the engagement of local industry in the digital transformation. The critical need to develop human talent specialized in AI and advanced digital skills is highlighted in order to close skill gaps. Chihuahua’s ecosystem demonstrates strengths such as strong collaboration between government, academia, and industry, and areas of opportunity are identified to establish Chihuahua as an innovation hub. The article concludes that, despite important challenges, Chihuahua is moving toward digital transformation and has a historic opportunity to boost its economic and social development by investing in AI and training its human capital.

Abstract

The objective is to show what are the theological foundations of culture composed of according to Rembao and how his theoretical development shifts toward junctions of accumulation of ideas that intensify the conceptualization processes of his thought. Following this thread, we first 1) explain how Rembao configures his Theology of culture on the foundations of a pneumatic energetics, different from the energetics of the psyche (psychologism), so that it places culture (cult of the spirit) in a dialectical relationship with psivilization (idolatrous confusion of pneuma and psyche). Then, 2) we move toward a hermeneutics that Rembao configures around the symbols of Hispanicity and Mexicanness, secular forms of the dialectical triangulation of culture that refer to past religious significations. Our reading proposes that the spirit (pneuma) occupies a pivotal place in Rembao's search for a turning point that dialectically connects the juxtaposition of culture and civilization. 3) We conclude, based on Ricoeur's hermeneutic approach, that, from this dynamic point, Rembao links his thought (energetics and hermeneutics of the symbol), to support his conception of Protestant culture in the Latin American sense on one hand and in a dialogue with the Protestant principle of Paul Tillich on the other.

This article aims to document the historical background of cooperativism in Ciudad Juárez through the identification and characterization of existing cooperative societies between 1970 and 2010. The research was conducted using a documentary methodological approach, which included the review of bibliographic and hemerographic sources, as well as the consultation of local and national public archives. The text is organized into two sections. The first describes the main cooperative initiatives identified from the late 1960s through subsequent decades up to 2010. The second section provides a more detailed account of the experience of the Sociedad Cooperativa de Seleccionadores de Materiales, which is presented as a paradigmatic case of cooperativism in Ciudad Juárez.
