The effect of educational efficiency on regional development in Mexico

Abstract

The Mexican education system faces challenges due to social and regional gaps, including a lack of teaching staff, pedagogical materials, updated study programs, insufficient infrastructure, and services, lower government expenditure on education, and academic staff with poor training programs. Furthermore, access to education is low for vulnerable groups, especially in rural areas. Therefore, the evaluation of this system has gained importance. Through this study, the efficiency evaluation of Mexican education and its relationship with regional, economic, and social development is analyzed through a two-stage Network Data Envelopment Analysis (NDEA) model. Stage 1 calculates the efficiency of the educational process at three academic levels: Primary school, Junior high school, and High school, while Stage 2 evaluates the relationship between education and regional, economic, and social development. As the analysis includes information from all 32 Mexican states over five academic years from 2000 to 2020, the Malmquist productivity index was used to examine productivity changes at both stages. The results revealed that better educational quality is associated with higher regional, economic, and social development, but this development is not reflected in higher efficiency in the development stage.

Martin Flegl, School of Engineering and Sciences, Tecnologico de Monterrey

Martin Flegl received the Ph.D. degree in systems engineering from the Czech University of Life Sciences, Prague, Czech Republic, in 2014. He currently serves as a Full-Time Professor with the Department of Industrial and Systems Engineering, School of Engineering and Sciences, Tecnologico de Monterrey, Campus Ciudad de México, Monterrey, Mexico. His research interests include decision-making and operations research, with a particular emphasis on performance evaluation and efficiency measurement. He possesses specialized expertise in multicriteria decision analysis methodologies, including the analytic hierarchy process and data envelopment analysis. Dr. Flegl is an Active Member of the Mexican National System of Researchers, affiliated with the Ministry of Science, Humanities, Technology, and Innovation, as well as the International Society on Multi-Criteria Decision Analysis.

David Güemes-Castorena, School of Engineering and Sciences, Tecnologico de Monterrey

David Güemes-Castorena received the Doctoral degree in engineering management from George Washington University, Washington, DC, USA, in 2001. He has been a Full Professor and Researcher of strategic management of technology and innovation with Tecnologico de Monterrey, Monterrey, Mexico, since 2004. He was a Visiting Professor with the Innovation Initiative of the Sloan School of Management, MIT, researching regional innovation systems. He is an Active Member of the Mexican National System of Researchers, affiliated with the Ministry of Science, Humanities, Technology, and Innovation. His research interests include the strategic management of technology and innovation, as well as technological foresight planning processes.
