Una visión comprensiva del gobierno abierto como ecosistema: analizando los principales componentes y su articulación

Resumen

Importantes declaraciones se han realizado acerca del valor del gobierno abierto, que van desde su potencial para hacer más democráticos a los países, hasta la posible mejora en la prestación de servicios públicos y la interacción con los ciudadanos. Con el gobierno abierto se busca crear confianza en las instituciones a través de la transparencia y la rendición de cuentas, así como promover innovaciones que favorezcan la participación y colaboración para lograr una mejor solución a problemas sociales complejos. Comparar el gobierno abierto con un ecosistema resulta de gran utilidad dadas las diversas relaciones entre los elementos que lo componen y que se requieren para que sea exitoso.
El gobierno abierto en la práctica requiere que sus elementos coadyuven a mejorar los procesos de decisión y transformen el ejercicio del gobierno. El propósito de este artículo es caracterizar al gobierno abierto como ecosistema, así como identificar sus principales componentes, relaciones y actores involucrados.
